Why do we need to do more nuke tests? Especially why do we need to do more nuke test only if neighbours do it? I don't understand the logic behind the second statement

Right, but as sovereign state with the kind of pride we have we cannot let someone dictate terms to us. Yes, we can reach to an agreement that we will not test nukes with the fuel supplied by Americans or Austrailans, but cannot accept a ban imposed by someone, although we might at our will abstain from testing.
