Something Amiss

I wonder how did the girl manage to travel in the first place from the US without the necessary documents? Is travel possible without the visa papers?

It is the duty of the airline staff at the checkin counter to check that the passenger has the right visa for their destination. In some countries (probably not in the US)the immigration official at departure also checks this. This is supposed to be followed all over the world. So the airline staff had failed in their duty. If they had been alert the child would not have been allowed to leave the US in the first place.

Normally No. The immigration official's duty is to check if there is visa for the visiting country. Sometimes it slips - they could have thought that being an Indian she is a returning resident or something
