Its not in India's interest to have Dawood back

No Indian Government would ever seriously try / presurrise to get Dawood back.

Because once he is back, it will open up a Pandora Box. Who knows how many Top Politicians (including MPs and Cabinet ministers), Film Stars, Business men, Builders, Police Officers, Bureaucrats had been his beneficiaries.

Besides, we wouln't be able to establish any charges against him. After a few years in custody, he will either be released after an IC814 type incident, or he will fight elections a la Abu Salem.
It is better to keep making selective noises from outside the ring.
