Cheating by local agents applies to labour class categories. These men mortgate their house/land and go abroad paying hefty sums to the agents only to find that the have no job there and even if there is, they are not paid on time hence they run away from their sponsors and not renew their visas on time hence are called overstayers. These people are branded as illegals.
If they are from Bangalore, they must return to their home town, Bangalore cannot make extra vigillance because of them. Rather, Karnataka must first find and flush out terrorists such as those who shot the professor at the institute. These are the elements who travel into Karnataka by local train/bus from neighbouring states.
