There is a pecularity which is often repeated if not all the time and that is, "People desreve the rulers they get." And even in a situation like UP where the choice is between 'tweedledee' and 'tweedledum', voters can not wash there hands off the thugs that are going to be ousted and the thugs that are going to be installed.
