MP's are mostly guys who see politics as business to gain some personal wealth for the self and kin and a chaotic atmosphere helps their cause. When the governance is more transparent with people participation and awareness and the institutions representing the state are well organised in involving the subjects of the state, then there will be pressure to act according to the rules of efficient governance. MP's look for ways to loot the coffers of state even then. They have the power to do so. But the rate at which they do these things can be reduced in a healthy democracy. There will be cases hanging around in courts with no productive judgements against those corrupt guys who wield influence in the rungs of power until then and people will get to see some drama given their ignorance.
