The real reason for america's frustration is that our scientists are not willing to pledge that 1. India will not reprocess fuel or develop technologies. 2. India will not include all of its Fast breeder reactor in civilian field (So the americans cannot learn the FBR tech) 3. Soon India shall have large scale Fast Breeder Reactor (FBR) and need to have uranium shall be gone. A prototype FBR has already started functioning. 4. Before that happens america wants to trap India.
