There were 1000s of riots across India, including Gujarat prior to Shri Modi.
In most cases, its minorities who start the first stroke of fire.
Inlcuding latest Gorakhpur when a Hindu boy was killed by a Muslims for no fault of the former. He was fired by 'mistake', we are told.
What it really tells us is, Muslims think they can get away with doing anything.
