the reason why an IAS officer posted to Karnataka cadre is expected to learn Kannada is because at home one learns Kannada from your mother tongue and at school you learn the SAME tongue..
so why not propose a hybrid tongue system, the mother tongue learned at home and english at school .
IAS officer can be posted to karnataka a person who knows english can be posted anywhere.
i think it is not right to deprive people of free thinking ...it is not right oppress illerate people.with english people can read and write and communicate .Most of advance concept of money and knowledge is in English books some are written by Indians.
