Autonomous Groups in Pak terrorising India

The "Autonomous Groups" in Pakistan is a flimsy excuse at best. It raises more questions than answers.

Are these groups autonomous beyond Pak sovereignty? If so, can India act against them directly without Pak's involvement?

The facilities they use in Pak territory - are these also very autonomous and beyond Pak sovereign control? If so, then again India can directly retaliate with Pak's help - since they no longer have sovereign control.

Thus Pak can once again be a frontline ally against India's war on terror too! And win praises from all over the world.
