First, we need stricter laws and implementation of those laws. Our politicians are more interested in politicking with terrorism rather than sincerely fighting it. One govt. enacts the law, the other repeals it. This is how our country functions on matters of security. There is no point in letting something happen and then point fingers towards somebody else. Are our 'leaders'sincere about fighting terrorism? If not, nothing is going to work on the ground.

I really agree with your point,so to tackle the terrorism it is necessary to frame a very severe laws,such as hanging them or cutting their hands and legs, and even high degree treatment greater than 3rd degree, and we should also frame a severe law against those who support terrorist... And also providing weapons to kashmiri hindu pandits and also train them well so that they can be self-defensive..
Keeping all these in mind first we should close the mouths of NHRC because these are the major barking dogs..
