yes many years ago late Justice AN Mulla had declared that every third uppman is a criminal in the society.crime means many evils which are generated,accelerated and done with the help of upp. otherwise not to speak of naxalism but a larger scale cimes committed by politicians,bureaucracy, advocates etc. would not have been possible.uppmen do not respect even their UNIFORM.they wear it incomplete and never give rspect their CAPs.hence pls close this chapter once for all
