Kerala and delhi ??

Do you mean to say Tamilnadu is not affected.
Tamilnadu is worst affected by chicungunya.

Atleast one person in every family is affected.

The reason why you see Delhi and Kerala as worst affected is because these two governments are honest in giving actual figures.
