The Indian Penal Code sets out the punishment. I think, it needs an amendment.
Driving under influence of alchol ought to be punishble with the licince being withdrawn for 18 months.
However, people sleeping in public property cannot claim any compensation.
If a drunken driver kills and it can be proved on any roads whereever, note the roads, irrespective of what the claim is, should be given a judgement of mansalaughter. This provision exists in the IPC. Ryk
