why shops can not be sealed

It is a matter of shame that unauthorized and newsense creating hawkers/ traders are taking the administration for a ride. They should thank themselves for having enjoyed it for so long, instead of crying. They have even the audacity to challenge the apex court orders. This is purely because of the political support that they get for obvious reasons. If this sets a precedence, then one can well imagine what would happen to such drives else where in the country and the efficacy of judicial authority.

Deepak's view point are taking us to the root of the cause .Certainly good citizen might have sought the permission from the concerned authrity to convert residential into commercial.So let the authrity be penelised in using wrong way.
