different rates for foreigners

It is not racial discrimination. If you look at it the other way. We have a rate of say R750 (approx $20) for a foreigner but a poor Indian guy (and there are plenty of poor Indians still) who visits the taj mahal shouldn't have to pay the same to visit a monument in his own country. Don't you think this is fair? Indians who are not citizens also pay the tourist rate so it is not racism. Maybe they are able to pass themselves off as citizens easily but that is a matter of lack of enforcement not racism.
