Bihar would be ideal - the forebears of a huge number of PIOs came fromn Bihar. Also it would give a fillip to the economy, while stil being within close reach to major areas of historical interest in northern Bengal, Delhi, UP and northern-central India. Azamgarh could do with a bit of sprucing up.
