You are right about the need to be ruthless. Even now we hear crooked politicians (read Samajwadi Party leaders) speak out in favour of those with terrorist links. The Indian government bends backwards to appease such people!
As of now the terrorists enjoy all the advantages. They act against the law and then rely on loopholes in that very law to get them out of trouble. It's time to be ruthless with any group suspected of having links with terror. After all, even the common man has human rights.
