Ruthless to Terrorism

We need to follow strictly a three point programme while dealing with Terrorism (may be nothing new):-

1. Do Not Negotiate
2. Retaliate - Fast and Swiftly - include known sympathisers too.
3. Finally keep the channel of communication open.

This is what the US does except for the last point.
