The Ministers and oficilas should not sit idle giving only "bhashans" having themeselves closely guarded by black-cat commando. In stead they should give the Army and other Intelligence Branches a free hand to deal firmly with the situation. The masterminds whether Indians or not must be found out and punished. There must be some high links in India also without which this type of big operation cannot be succesful.
