It may be imported or exported terrorism. Those terrorists should be in India. All those directly or indirectly and vehemently or superficially involved in this act of terror are terrorists. There is less significance in concluding that master minds are from abroad. Without local brains no foriegn brains can execute such a professional act of terror. Both brains of terror are of terrorists. They deserve equal treatment. No previleges for 'Master' minds or 'Bachelor' Minds or 'Doctoral' minds.
