For all the administrative inefficiencies which have been creating a sense of complacency again and again, and causing more harm to people in this city, there could perhaps be only one solution which may be workable: Let the Indian Army take over the control of the city's administration and shake all those miscreants out. Let all the hidden outfits be probed and counter intelligence mechanisms used. The crime branch, CID, IB, Juducial Enquiries, all have become just farce in bringing peace.
