It is unfortunate that this keynote address contained factually incorrect data. There have been insances when State Assembly elections have not been held due to terrorism. Elections were held in Jammu and Kashmir in 1996, after a gap of 9 years since the last polls were held in 1987. Likewise, Punjab had elections in 1992, after a gap of 7 years since the last polls were held in 1985
