Thackeray and his Sena thugs have been allowed untrammelled leeway to attack anyone who shows them up for what they are, with total impunity - they own the cops. With such 'leaders', Mumbai will forever remain a stinking cesspool compared to the likes of Shanghai, Hong Kong, Singapore or even Kuala Lumpur. The lack of political will for good governance and enforcement of the laws are sure-fire recipe for lawlessness, corruption and underdevelopment .
