Please stop this kind of coloured reporting. It happens in every country. I vouch for this. A Sri Lanka travelling on his official passport, from London to Colombo,flying Emirate Airlines, was refused transit VISA in Dubai.
I also know of an lady, 75+, made to sit on a stool in through night in a cell - not even a chair - after flying in from Del - Ontario, on purely technical ground (the flight got delayed and she reached a few hours late). She was not some labourer, but a professor of English (retired) and wife of a professor emmertius of one of the Canadian universities. She was oput in a cell over night,because the flight was late byu a few hours.

The most disguesting persons on this planet are the NRIs. Please check how did he behave with the customs officials? As the President Kalam mentioned once, these peopl aer perfect example of civilised being as long as they are abroad and the moment they land in India they start with "thoo jantha nihin hai Main Koun Houn".

As for the Frenchman, a person who is having a valid onward journey tkt can be given a transit visa, while the NRIs whose destination is India cannot be given such a visa.
