In this case, I can see big fault of parents for forgetting visa - they should be punished as because of them their kids suffered. Immigration officer must be right as we do have policies of transit visa for nationals of some countries if have forward ticket. In his case transit visa was not applicable as technically his kids were not in transit situation.
I personally feel that US court should punish parents for their negligence. I believe this guy should keep quite or if someone social worker from US got to know about this incidence he will be in big problem. Parent negligence is big crime in USA may be punishment of several years in jail.
