First of all....the root cause of the entire problem. The parents ought to have taken the visa along. You cannot just walk into a country without proper documents. Just admit that you have made a BIG mistake. Stopp passing the buck. The immigration official can at their discretion allow a person without proper documentation to stay in the country for a temperorary period. It's probably the difference in the attitude of the parents and the Frenchman that made the difference. As for waiting for 10 minutes more to receive the fax, the law is that the passenger has to be returned on the same airline that brought them to India. Obviously the timings of the flight did not allow for the extra 10 minutes. Now for the tourism part.... it's all marketing. No one actually is inviting the tourists to India.
