If not Pakistan who else.. it is the sister concerns of ISI like LeT etc operating from Pakistan are the culprits. I hope Pakistan Leaders speak from heart and with sane mind rather than lip service and expect talks to happen. I think Pakistan leadership should find better ways to pass their time rather than wasting India's time and money by asking for talks.
