Being the political leader (with some basic medical knowledge) he may be aware of the medical requirements for the kidney transplantation.
He is displaying himself as a kindney donar but actually he may be knowing that his kidneys will not be acceptable. Also as a publicilty stunt, he is offering his both kidneys pretending as if he does not know anything.
Uhhhh.. when street corner politicians will start working for genuine public cause.
