Lending of Chinese governmental banks

I am unable to understand how the main 5/6 governmental banks of China generated money to finance loan to public. Because if you generates those money from public(either from the public savings or Revenue collection of governement) and use those again to grant loan then how the governmental projects will run without having cash on its own hand. And also won't the public may not ask for the return of their money when and where they need. So how long these bank will shy away from their claims.
