It is disappointing to have such a misleading title of when the news is such a positive one. Also it is carelessness or malicious intent to give a negative title for such a positive rule. The idea behind banning the adoption "before proper rules and regulations have been made" is to prevent illegal trafficking of kids and prevent the exploitation of kids by preventing antisocial and opportunistic to lay hands on the already miserable kids.
