I do not know whether the author is making fun or praising the attitude of the chennai culture. If he/she meant to make fun of this culture I have some comments.
If the people in Chennai are not interested in expressing their love in public let them do not do it. Please do not try to change the culture of Chennaites. What is hurting you if the Chennai people are not interested in expressing their mutual love in Public. It's upto every induvidual whether they need to follow their culture. Do not force any one.

but Babunath the issue is that there are people in Chennai who are willing to express their love in public. So why are they being stopped ? The article does not say that the people are stopping couples, it is only the police.
