If not death penalty what else is appropriate?

Well,a highly relevant question is that,if abu salem conspired the same murder series in Lisbon or any other portugal city, what will be the response of portugese givernment? will they put this guy in jail,bear his expenses using money from public funds waiting for his remorse and then free him ?Ifosama is caught in lisbon, will portugese ink the same deal with US?I dont think he will even go alive out of lisbon.In indian scenario,there is a high possibility that this guy can escape from jail and flee to pakistan or other muslim nations.Never in a life time we will be able to catch this guy as is the case with Dawood. The life of 250 inncoent people,their dreams, aspirations were blown to ashes allegedly by this person.What sort of consolation can any government,be it porugese or indian,can give to the bereaved families if they keep this coward in security using the money ofinnocents who were killed by him.Indian government needs to be a lot more bold. Give the deserving punishment to this person.Indias interest,her citizens security are of outmost priority than any diplomatic ties.If we indians have to live in peace,lizards like abu salem are to be killed.
