Else other criminal would look for refuge in country like Purtgal on the same context that they may get capital punishment. Anyway, I am wondering why purtgese changed their purtgese so much. After what they did in Goa against Hindus during their colonial rule there, is not it surprising that they are trying to show the world their respect for human life (read it as life of notorious criminals).
