a) reservations even in promotion of Officers in Government. Not only reservation in education and employment, but even on promotion. these makes some people think that because they are of a certain caste it is their birthright to just snatch making baseless allegations what is not even rightfully theirs.
b) Lack of clear performance targets. there is not enough work the indian government does the worst kind of populist money laundering by overemploying people. If you have targets, they are monitored by your peer, and you can be pulled up for not meeting those targets, you will not have time to indulge in such mud slinging.
