Pilot did not brake hard: Patel

I do not know what the H'ble minister means by saying that the "pilot did not brake hard". If the runway surface is waterlogged the pilot has to ensure:
(a) the touchdown speed is correct.
(b)make use of aerodynamic braking as much as possible
(c) Use wheel brakes/reverse thrust once the speed reduces to below the aquaplaning (Skidding) speed for that particular aircraft.
Blind application of brakes or "hard braking" would result in aircraft aquaplaning at high speed or the wheels getting locked leading to tyre burst.
Poor condition of tyres will also result in aircraft aquaplaning on application of brakes.
Would Mr. Patel wish to clarify his statement?
