Explosives being used in terrorising

Mr Raman:

You have made many excellent points as usual, and an excellent point here, and elsewhere, about the pattern of increasingly using more commonplace explosives by the terrorists. It is an irony, in light of your observations and trend predictions, that the west waged Iraq war in the name of WMDs.

India can not control how the west views their priorities, but we have been coping with a much severe problem without much help from anybody. On top of that, we have strange neighbours, we have a loose leash on appeasement politics, obviously we have a rising reactionist hindu right, and we have a highly religious/emotional populace. Given all these, what would be a truely India-specific anti-terrorism strategy? I would appreciate your thoughts on that.
