Just like in the US congress, pay these guys over 5 lakhs a year. But do not make them heros. Make them work hard to keep their job. But that's not realistic in India because there are North Indian leaders, South Indian leaders, Caste leaders, Muslim leaders, Christian, sikh leaders etc. So once they become a leader, people of India tend to keep them there and worship them regardless of how they perform!
Second problem India has is this nonsense love for silly ideologies. ie Money is not important but principle is. For example, some time I read in newspaper that the salary of Indian president is just 1 Rs or something to that effect. That's just crap.
I think unless Indian people change the way they elect people, you can't reform the political system there! That simple!
