Are you an expert on the subject of availability of Plutonium in the world market or just an opinionated ignoramus.

There are many countries in ex-soviet states with stock piles of nuclear materials, de-comissioned weapons, that are poorly guarded and getting stolen and sold for profit by opportunists or ex-employees for pittance so they can survive. America and European countries are paying their tax-payers money to secure these materials from pilferage and even shipping them back to USA or Europe for secure storage. There is no immediate profitable use for these materials as America also has a surplus of them due to de-comissioning of their nuclear weapons under the SALT treaties.

These materials can be sold to India, under the proper safeguard of IAEA and NPT, as it is intended for peaceful uses and not for military application.
