if such is the condition of bihar, i believe biharis themselves are to be blamed a lot. throughout india, people who were once agriculture based or prone to do menial work in cities, have undergone a vast change by educating themselves, looking for better jobs or generally trying to improve their overall condition. however, i still see biharis happily pulling carts, doing menial jobs and living merrily 12 in one room without a hang about health, hygiene or other improvements in general condition. it is little wonder then that they are similarly least bothered about the apalling condition in their home state.
