Not only mumbai ,perhaps any place and in that matter for anybody would be safe only when a crime committed is punished . In matters of these where the accused has to be punished very severely ,this is not found to take place . THUS the only solution to this crime and to assure safety for the women would be HANG HIM the culprit who so ever he is.
