Our political leaders (ruling one OR opposition)and our security agencies (inclding police & intelligence),they all have justification for not catching terrorists. Immediately after such incident, they give statements that it is ISI work and ISI is not in India. Otherwise they will name the involvement of some individual who doesn't exist in India (like Shahid Bilal). So how & who can they catch. So, there is no question of 'unsolved cases'. All the cases have been solved second day of incident, that's why our political leaders and security agencies personnel can sleep peacefully.

LET THEM SLEEP,the terrorists don't.They just form sleeper cells to be always alert and planning meticulously for next events.Where is question of our citizens getting concerned about peace and harmony, each of Indians have been mentally conditioned either just to fight for survival or be part of rat race for wealth and luxury.Either way no one is concerned with kind of society we are going to offer behind us when we leave this world either naturally or in some disaster. CATCHING terrorists is going to hurt our SECULAR people very bad
