In all probability this is all being done by BJP while making sure that no one get killed.

Isnt it surprising that bombs started exploding in BJP ruled states soon after BJP lost the vote in the parliament.

When did the hard core terrorists start using such crude bombs?

Good theory, but I have a different angle, all these could be trials, real may be worse. This atleast has exposed the country's local intelligence and defence mechanism.
