Some sort of rule should be implemented to make it mandatory to have Identification for each citizen specially in Metro Cities and small cities also. Similar rule was once applied e.g. carrying a Identification in Delhi was made compulsory once but due to political pressure it was not implemented. It should be made mandatory and Govt. should make an effort to implement it
