IAEA Safeguard Agreement - Govt Bungling
by jamsheed abumohammed on Jul 11, 2008 09:07 AM   Permalink | Hide replies

UPA Govt lost its credibility in handling the issue of draft safeguard agreement of the IAEA which they all along maintained as "Privileged Document". But they made is public only after the US web site made it public. This action of the Govt is questionable. This double speak has eroded the credibility of the Govt. This was unnecessary because the safeguards agreement text favours India's position. It would ensure continuous supply of nuclear fuel besides no cap on test. The civil nuclear reactors alone are subject to inspection by IAEA and India is fully committed to carry on its nuclear weapon programme. Pranab also made a mistake in maintaining that the operationalisation of the deal would be done after floor test. But before that circulation of the text to IAEA was only to save the time. This argument would not hold good as the very continuation of the Govt was in doubt and that Moily assertion that if the trust vote is failed, Govt would withdraw the text only add to the confusion. Responsible Govt Ministers speaking in different tones contradicting each other, makes a mockery of the whole nuclear game. When it is clear that the text is clear, they would not have called it a "Secret" document. Public would now judge the Govt's double speak in the matter.BJP and Communists would take full advantage of the speed with which this was done and intention is suspect.PM was right in moving ahead with the trust vote and it is sure to win as and when it is held proving critics wrong.
