If the so called "Indians" can vote in the US they really aren't Indians then are they

Nobody claimed they are Indians. The article is about how the Indian community - like any other immigrant community in the US, voted in the primaries.

Im sorry, I dont understand the reasoning.

India is not just a country but a culture too. These people may not be Indian citizens but they are Indian by culture.
