It is not correct. There should be full "V" and not half "V", but now a days it is style as Akshay Khanna writes Akshaye and Ritesh Deshmukh is Reitesh Deshmukh.

There was debate about it some time ago. Some people say it is written in Marathi way (it also uses devnagri script).. The name of Victoria terminal in Mumbai (now Chattrpati Shivaji Terminal) is also written in similar way to beckham's tatoo

That seems wrong to me. Typical mispronunciation of desis of any word starting with "V". This time the mispronunciation caused misspelling as well.
It should never be VHIKTORIA. "H" should never be there.
