in every Pay Commission only financial benefits are discussed so the Pay Commission in India has just remain a periodic offer of salary hike,it always overlooks the labour reforms,the activities for effeciency improvement etc.Will this time be there any steps to improve the quality of govt. services.

I dont think so. If Govt don't talk abt PERFORMANCE and Corruption..then why would it ?
