Rural employment and budget

I'm surprised to hear that Rahul Gandhi was the first to request rural employment and a scheme to implement this! In India rural areas will neve never be allowed to develop because they are vote banks and keeping the masses ignorant and divided is the politicians' intent to ensure their longevity in power.
The ministry of rural develpoment is closely guarded against any sweeping reforms for this purpose. Any financial budgeting in this direction is simply a way to line the pockets of those who share this power and to blindside the public into thinking that the government is actually helping the uplift of the rural areas. Nothing could be further than the truth.
