HR are puppets and always listen to the managers, do whatever they say, even if they know that the managers are wrong. Most of the managers are biased and give better ratings to boot lickers and their friends. HR ignore the existing employees and offer better pay to new recruites. HR in Indian IT are data entry operators. They are not very useful except for clarical manial jobs.
